Objective
Demographic Solutions collaborated with ASR Research to assess current and future demand for early years services in Yarraville and Maidstone by analysing community needs, enrolments with Maternal & Child Health (MCH) and kindergarten services and accessibility within walkable neighbourhoods—then tested whether a new early‑years facility is warranted and defined the appropriate facility type and scale to meet future demand.
What we did
- Spatial analysis: Analysed 800‑metre walkable catchments for MCH, kindergarten and long day care facilities to identify service distribution gaps.
- Age specific forecasts: Integrated future housing supply information with demographic drivers—including births, fertility trends and migration—to prepare population forecasts for 0–5 year old and 3-4 year old cohorts likely to be enrolled in the various facilities.
- Demand forecast: Estimated future demand for kindergarten and long day care using recent enrolment trends and established service provision benchmarks.
- Compared to supply: Compared future demand with existing supply to identify capacity shortfalls and spatial mismatches.
- Site testing: Assessed the implications of revised population forecasts for service distribution, facility performance and potential new site opportunities across Maribyrnong.
Outcome & Impact
Delivered a comprehensive, evidence‑based assessment of early years service needs across Maribyrnong City, identifying gaps in MCH and kindergarten provision and quantifying future demand. The findings directly informed Council’s strategic planning and supported its application to the Victorian Government’s Building Blocks planning program.
